The Greater Boston Chamber of Commerce thanks the Governor for initiating the conversation about hydroelectricity this session and the House and Senate for producing a final compromised energy bill that will diversify the Commonwealth’s energy portfolio and help us achieve the Green House Gas emission reduction goals set forth in the Global Warming Solutions Act.
Throughout this process, and as highlighted in our report, The Current Balance, our main focus has been on containing ratepayer costs so that Massachusetts can remain competitive while maintaining reliability and addressing our environmental goals. The bill sent to Governor Baker is a thoughtful piece of legislation that will enable Massachusetts to be a leader in clean energy procurement and generation. While we expect electricity costs to increase over time, this legislation should slow how quickly this increase happens. We appreciate that the Legislature considered the balance of cost, reliability, and environmental needs when crafting this important piece of legislation. When implementing the law, we are hopeful that the Department of Public Utilities will ensure that only reasonable and cost-effective proposals are considered and ratepayer protections are at the forefront of the procurement process.
