Celebrate Four Years of the Massachusetts Apprentice Network

Join us for the four-year anniversary celebration of the Massachusetts Apprentice Network. Learn about the progress that has been made since the Network’s launch, hear from apprenticeship leaders and experts, and discuss major trends and topics that will be shaping apprenticeships in the years ahead.

ABOUT THE APPRENTICE NETWORK

In 2022, the Massachusetts Apprentice Network launched with 6 founding employers. Since then, it has grown substantially, with a current roster of over 16 participating employers. With talent and training providers, intermediary organizations, and other supporting entities, the Network is actively broadening the adoption of apprenticeships. Recognizing that there is not a one-size-fits-all solution, the Network is committed to assisting organizations to develop custom solutions that best meet their apprenticeship needs. The Massachusetts Apprentice Network will achieve collectively hiring 1,000 apprentices by 2027.

The Massachusetts Apprentice Network is an initiative of the Greater Boston Chamber of Commerce Foundation, the Chamber’s 501(c)(3) nonprofit arm. Our work, focused on workforce and talent development, and economic inclusion, supports people and small businesses through programs that develop talent, cultivate future leaders, retain a strong workforce, and promote inclusive growth.

Josh Cutler serves as Undersecretary of Labor in the Executive Office of Labor and Workforce Development, where he leads initiatives spanning apprenticeship, labor standards, economic research, caregiving, and pay equity.

He joined the Healey-Driscoll Administration in 2024 after six terms in the Massachusetts House of Representatives, where he chaired the Labor and Workforce Development Committee, the Future of Work Commission, and the Coastal Caucus. Cutler has been honored with the Thomas M. Menino Public Service Award and recognized as Legislator of the Year by multiple organizations for his leadership on disability employment, workforce development, and mental health policy.

A former newspaper editor and practicing attorney, he is also the author of three books on local history. Cutler holds a J.D. from Suffolk Law School and a master’s in public policy from UMass Dartmouth.

Kristin Moul Driscoll is the Executive Director of Workforce Development at Mass General Brigham, overseeing the workforce strategy for over 80,000 employees. Previously, she directed the Bloomberg Healthcare Initiative, managing a $38 million grant to launch health careers training programs in partnership with the Edward M. Kennedy Academy for Health Careers. At Boston Children’s Hospital, she designed and implemented the workforce development strategy to increase the team and programs. Kristin has also worked for the Boston Public Schools and the Boston Private Industry Council. She holds a Master of Education from Boston University, a Bachelor of Arts from Northeastern University and her SHRM-SCP.

Pam Eddinger is president of Bunker Hill Community College (BHCC), the largest of 15 community colleges in Massachusetts, serving 16,000 students. Dr. Eddinger began her tenure at BHCC in 2013 and previously served as president of Moorpark College in Southern California from 2008.

Dr. Eddinger’s service in the Community College movement spans 30 years, with senior posts in academics and student affairs, communications and policy, and executive leadership. Dr. Eddinger’s board and commission service has included: WGBH Boston, the Greater Boston Chamber of Commerce, the Boston Foundation, the Massachusetts Workforce Development Board, the Boston Private Industry Council, the Institute for College Access and Success (TICAS), the American Association of Colleges and Universities (AAC&U), the American Council on Education (ACE), and Achieving the Dream (ATD). Dr. Eddinger was honored by the Obama White House as a Champion of Change. Recently, she was appointed by US Secretary of Labor Marty Walsh to chair the Advisory Committee on Apprenticeship. She earned a bachelor’s degree in English from Barnard College and her master’s and doctorate in Japanese Literature from Columbia University.

Meghan Hughes is Head of Workforce Development, the Leader on Loan Program and Arts & Heritage for Bank of America.

In this role, Hughes partners with colleagues and community workforce leaders to create talent pipelines and increase access to livable wage employment. Through the Leader on Loan Program, her team coordinates with local markets to place Bank of America talent with nonprofit partners to drive impact in the communities we serve. Her team also supports local and global nonprofits to preserve works of art and heritage and make the arts more accessible to communities around the world.

Prior to joining the bank in 2023, Hughes was President of the Community College of Rhode Island, New England’s largest community college. During her nearly eight years as president, she focused on providing students with education and workforce training that led to strong learning outcomes, successful degree attainment and quality employment. Under her leadership, the college achieved its highest graduation rates in more than 20 years.

Hughes has spent 30 years working for and with organizations that advance economic mobility through education, employment, public policy, and public service. She has received numerous recognitions for this work, including the American 2-Year College of the Year award from Education Dive, the Aspen Presidential Fellowship for Community College Excellence, the Trailblazer in Education award from the RISE Leadership Conference, the Junior Achievement Profile In Excellence award, and the Rhode Island Foundation Community Leader award.

Hughes serves in a variety of leadership roles across the broader Rhode Island community. She is a member of the Board of Directors of the Greater Providence Chamber of Commerce and the Rhode Island Foundation, and previously served on Year Up’s national leadership team and as executive director of Year Up Rhode Island.

Massachusetts Secretary of Labor and Workforce Development Lauren Jones brings over two decades of experience working in local and state government, non-profits, and the private sector, with a particular focus on workforce development. Prior to joining the Healey-Driscoll Administration, Jones served as Executive Vice President of the Massachusetts Business Roundtable and led the organization’s workforce development policy and strategy.

She previously led the Massachusetts market for the non-profit Apprenti, where she worked with companies to cultivate and diversify tech talent through registered apprenticeships. She also created and led the Business Strategy Unit for Boston Mayor Marty Walsh’s Office of Economic Development, supporting business attraction and employer engagement in the city of Boston. Prior to that, she held several roles in the Patrick-Murray Administration.

​​Rachel Lipson is a Research Fellow at Harvard Kennedy School, a Resident Scholar at the Aspen Institute Economic Strategy Group, and a non-resident senior fellow at Brookings Metro. Her current research focuses on a new generation of technical jobs, many fueled by AI and other emerging technologies, that do not require a four-year degree.

From 2023 to 2025, Rachel served as a Senior Policy Advisor at the U.S. Department of Commerce’s CHIPS Program Office, where she helped launch the workforce strategy for the $50 billion federal investment in domestic semiconductor manufacturing. Prior to joining the federal government, she served as the founding director of the Project on Workforce at Harvard.

Rachel is the co-editor of America’s Hidden Economic Engines (Harvard Education Press 2023). Her writing has appeared in The Boston Globe, Washington Post, Newsweek, and The Hill, and her research featured by NPR, Bloomberg, and The Economist. She has held economic policy roles across the public, private, and nonprofit sectors, including at World Bank, JPMorgan Chase, and Year Up.

Rachel graduated from Harvard College and holds an MBA and MPP from Harvard. She is a recipient of the Harvard Certificate of Distinction and Excellence in Teaching and the Frederick Fischer Prize.

Nate Mackinnon was appointed Executive Director of the Massachusetts Association of Community Colleges (MACC) in May 2021. In this role, he works on behalf of the state’s fifteen community college presidents and their local Boards of Trustees to strengthen community colleges for the benefit of students, communities, and the Commonwealth. Massachusetts community colleges currently serve more than 136,000 students — more than half of all undergraduate students in the state’s public higher education system.

Since joining MACC, Nate has worked to expand support and access for community colleges across Massachusetts, most notably by leading the advocacy, design, and implementation of MassReconnect and MassEducate. Together, these two initiatives are now recognized as the most accessible free community college program in the country.

Prior to joining MACC, Nate served as Vice Chancellor for Community Colleges at the Nevada System of Higher Education (NSHE), where he oversaw the state’s community colleges within a single-board system responsible for all public higher education institutions. In that role, he advanced career pathways, dual enrollment, workforce development, and systemic innovation. He also served concurrently as an Adjunct Faculty Member in the Department of Political Science at Truckee Meadows Community College.

Before his work in Nevada, Nate spent more than eight years as Assistant Commissioner and Chief of Staff at the Massachusetts Department of Higher Education (DHE). He has also served as Research Director for the Joint Committee on Education in the Massachusetts Legislature and as Research Coordinator for the Massachusetts Department of Education.

Nate graduated magna cum laude from Northeastern University with a Bachelor of Science in Political Science and holds a Master’s in Public Administration from Harvard University. He was the 2014 recipient of the Lucius N. Littauer Award from the Harvard Kennedy School of Government and a Governor Robert F. Bradford Fellow for the Commonwealth of Massachusetts at Harvard University (2013–2014).

Nate currently serves as Immediate Past Chair of the National Council of State Directors (NCSDCC) and as President of the Board of Raising the Village, USA, a nonprofit supporting the development of last-mile villages in rural Uganda. He resides in Westford, Massachusetts with his wife, Kaitlyn, and their two children, and serves on his town’s Finance Committee

    Amber Haskell, VP, and Chamber Foundation Executive Director, will share highlights from the 2025 MA Apprentice Network Impact Report and provide an update on the progress of the Network since its launch in 2022.

  • 9:50 a.m. – 10:30 a.m. | Presentation & Panel Discussion

    Rachel Lipson, a Research Fellow at the Harvard Kennedy School will lead a presentation and conversation highlighting the important role that community colleges can play in strengthening our regional workforce through apprenticeships, work-based learning, and other employer-driven strategies.

  • 10:40 a.m. – 11:00 a.m. | Q&A & Closing Remarks

    Audience members will have an opportunity to ask questions to the panel followed by closing remarks.
