Dear Senators Warren and Markey,
On behalf of the Greater Boston Chamber of Commerce and our 1,200 members, I write to express our support for the Combating Organized Retail Crime Act (H.R. 2853), recently passed by the United States House of Representatives by a vote of 348-60. The bill demonstrates the strong bipartisan support for addressing organized retail and supply chain crime, as it is considered by the United States Senate.
For Massachusetts employers, organized retail and supply chain theft is not only a public safety concern, but also an increasingly significant economic and competitiveness challenge. Businesses across Greater Boston, from retailers and restaurants to logistics and distribution operators, are experiencing rising losses, higher insurance and security costs, and operational uncertainty tied to organized theft activity. These pressures directly affect companies’ ability to invest, expand, and remain competitive.
These additional burdens compound existing cost challenges and further erode Massachusetts’ competitiveness as a place to do business. Ensuring a more predictable and stable operating environment is critical to attracting and retaining employers, supporting job growth, and sustaining vibrant commercial districts across the region.
H.R. 2853 takes a targeted, coordination-driven approach by improving federal alignment and information-sharing to address complex, multi-state theft networks that disrupt supply chains and drive commercial losses. By focusing on these broader systemic challenges, the legislation supports a more resilient and efficient marketplace, without imposing new regulatory requirements on businesses.
Addressing organized retail and supply chain crime is a key component of maintaining economic stability, consumer confidence, and the long-term competitiveness of regional economies like Greater Boston. We encourage continued progress on targeted, solutions-oriented approaches that strengthen businesses and economic growth.
