Dear Commission Chair McDiarmid and Commissioners Anderson and Rubin,
On behalf of the Greater Boston Chamber of Commerce and our 1,200 members, I write to submit written comments on D.P.U. 26-90, which proposes amendments to 220 CMR 274.000 (Transportation Network Company Oversight). While the Chamber appreciates the Department of Public Utilities’ (DPU) commitment to promoting safety within Transportation Network Companies (TNCs) operating in the Commonwealth, we have concerns about advancing these regulations while negotiations under the Commonwealth’s newly established Chapter 150F framework remain underway.
D.P.U. 26-90 would establish substantial new requirements governing driver training, hours of service, deactivation procedures, reporting obligations, and vehicle standards. These proposals address matters that directly affect the relationship between TNCs and drivers and may overlap with issues currently under discussion as part of the Chapter 150F process.
This proposal comes at an inopportune time. Moving forward with sweeping regulatory changes before the Chapter 150F process is complete risks creating uncertainty for drivers, TNCs, and regulators alike. Premature regulatory action could also complicate ongoing negotiations and require stakeholders to navigate multiple overlapping processes simultaneously.
For these reasons, the Chamber urges you to defer consideration of these proposed regulations until the Chapter 150F process is complete. Doing so will provide greater clarity and help ensure that any future regulatory changes reflect a stable and predictable framework for all stakeholders.
