Learn How New “Junk Fee” Rules Could Affect Your Business

On Thursday, July 9, the Greater Boston Chamber of Commerce, in partnership with the Massachusetts Attorney General’s Office, will host a hybrid informational forum to help employers and businesses understand the Commonwealth’s “junk fee” regulations, effective September 2, 2025, and what they mean in practice.

“Junk fees” refer to hidden, unexpected, or unclear charges that increase the total cost of a product or service beyond the advertised price, often appearing late in the purchasing process or in the fine print. The Attorney General’s regulations, issued in March 2025, are designed to improve price transparency and prevent deceptive billing practices by requiring businesses to clearly disclose the full price upfront, explain any additional charges, and make it easier for consumers to cancel subscriptions or avoid recurring fees.

This session will provide a clear overview of the regulations, including key requirements, compliance considerations, and how they apply across industries, with a particular focus on consumer-facing businesses. Colin Harnsgate, Assistant Attorney General, of the Massachusetts Attorney General’s Office will walk through the rules and offer practical guidance to help businesses adapt.

This forum is designed to equip business leaders with the information they need to navigate the new regulatory framework with confidence and clarity.

Colin Harnsgate has been a consumer protection attorney for over nine years. Before joining the Attorney General’s Office, Colin worked in legal aid through AmeriCorps at Rosie’s Place and Greater Boston Legal Services and then as a staff attorney with the Volunteer Lawyers Project, where he focused on tenants’ rights, debt collection defense, and bankruptcy.

Colin joined the Attorney General’s Office’s Consumer Protection Division in 2023, where he currently serves as an Assistant Attorney General. His work focuses primarily on predatory debt collection practices, landlord-tenant issues, and junk fees.
