Connecting Communities Through Transportation

Join us on June 12 for an engaging and informative conversation that will explore how Massport plays a pivotal role in the Commonwealth’s economic growth and prosperity, by moving goods for key industries and transporting people safely, securely, and efficiently.

Richard Davey, CEO of Massachusetts Port Authority, will provide an in-depth look into the current state and future plans of the airports, highlighting investments in terminal infrastructure and modernization, as well as the commitment to sustainability initiatives and resiliency. Following the address, Richard will be joined by Pamela Everhart, Head of Regional Public Affairs, Inclusion, and Impact at Fidelity Investments, and James E. Rooney, President & CEO of the Boston Chamber for a discussion on innovative solutions and opportunities to enhance the future of transportation in Massachusetts.

The Transportation First series offers a platform to discuss the urgent challenges Greater Boston faces by bringing in experts and changemakers to explore the issues and potential solutions for the future of the Commonwealth. This series will help raise broader awareness among employees and employers who are affected by the transit system every day.

Richard Davey is the Chief Executive Officer of the Massachusetts Port Authority (Massport). As CEO, Davey leads an organization with revenue of over $1 billion and a mission of connecting Massachusetts and New England to the world to support the Commonwealth’s economic, transportation and climate goals, while demonstrating a commitment to neighboring communities. Massport’s portfolio includes Boston Logan International Airport, Worcester Regional Airport, Hanscom Field, the public maritime facilities in the Port of Boston including Conley Container Terminal and Flynn Cruiseport Boston, as well as commercial real estate in East Boston, South Boston, and Charlestown. The Authority’s facilities generate nearly $22 billion in annual economic impact.

Rich has over two decades of experience in the transportation and infrastructure sectors. Prior to joining Massport, he was the president of New York City Transit, the largest transit system in North America. Rich advised transportation organizations around the world as a partner at Boston Consulting Group. He served as Massachusetts Secretary of Transportation under former Governor Deval Patrick from 2011 through 2014, and as the general manager of the Massachusetts Bay Transportation Authority (MBTA) in 2010 and 2011. He is a graduate of the College of the Holy Cross and Gonzaga University Law School. A native Bostonian, he and his wife live in the Back Bay.

Pamela is the Head of Regional Public Affairs, Inclusion, and Impact, and has worked at Fidelity Investments for 31 years. Pamela oversees the firm’s state and local government relationships, is responsible for the Global D&I strategy, community relations, and social impact initiatives at its Boston headquarters and across Fidelity’s regions in the U.S., India and Ireland. Pamela is proud to lead Fidelity’s “Invest in My Education (ME)” initiative. This $250M innovative holistic program helps students from under resourced populations graduate from college with little to no educational debt. It also provides mentoring and other support to help them complete degrees, find post-graduation employment, and begin a pathway to generational wealth. Prior to joining Fidelity, Pamela was an associate with Ropes & Gray LLP and practiced as a CPA and senior tax manager with EY. Pamela received a bachelor’s degree from the University of Texas at Austin and a Juris Doctor (JD) degree from Harvard Law School. She is admitted to practice law in Massachusetts and before the Supreme Court. As a community leader, Pamela is active in several service organizations and sits on numerous not-for-profit boards. She is one of the nineteen Massachusetts Black and Brown executives who launched the New Commonwealth Racial Equity and Social Justice Fund to help drive transformative social changes that address systemic racism and racial inequity. She also has been appointed to serve on the Massport Board of Directors and is a member of Governor Healey’s Advisory Council on Black Empowerment to advise on issues related to the economic prosperity and wellbeing of Massachusetts’ Black community. Pamela received the 2025 Kati C. Machtley Businesswoman of the Year award from Bryant University and has been recognized by Boston Magazine as one of the 150 most influential Bostonians of 2024 and 2025.

James E. Rooney is President & CEO of the Greater Boston Chamber of Commerce, the region’s most influential business association.

With Rooney’s commitment and leadership, the Greater Boston Chamber is now the leading convener, voice, and advocate for the region. Strategizing with government leaders, private companies, and public institutions to strengthen the state’s competitiveness, Rooney advances the future of commerce with public policies and legislation that champions dynamic and resilient people, communities, and workplaces.

Before leading the Chamber, Rooney served as executive director of the Massachusetts Convention Center Authority (MCCA), overseeing the development and construction of the Boston Convention & Exhibition Center (BCEC) while leading the management teams of four MCCA-owned facilities. Prior, Rooney served two years as Chief of Staff to Boston Mayor Thomas M. Menino, chairing the Mayor’s cabinet to move forward all aspects of city governance.

Rooney started his public career at the Massachusetts Bay Transportation Authority (MBTA), starting as a track laborer and ending as Deputy General Manager. He served one year as the MBTA’s Acting General Manager during a gubernatorial transition. Using his transportation financing expertise, Rooney led one of the nation’s largest transportation projects, the $15 billion “Big Dig” Central Artery highway project, and he served as Chief Financial Officer at the Massachusetts Turnpike Authority.

Rooney serves in leadership positions on several boards of directors, including the Committee of 100 at the U.S. Chamber of Commerce, Chair of the Association of Chambers of Commerce Executives (ACCE), Board Member of the National Association of Corporate Directors, New England (NACDNE), Co-Chair of the Madison Park Steering Committee, and Member of the Boston Private Industry Council (PIC). Rooney continues to be recognized for his professional and civic contributions, including being named to the list of 100 Most Influential Bostonians by Boston Magazine numerous times, receiving the City of Boston Lifetime Achievement Award for advocacy of the immigrant community, and he was honored with the PCMA Lifetime Achievement Award for his contributions to the global meetings industry.

Born and raised in South Boston, Rooney attended the prestigious Boston Latin School, where he served as President of his graduating class. He graduated from Harvard College with a bachelor’s degree in economics and attended the Boston University Graduate School of Management.
