Supercharging Housing Production in Massachusetts

Join us for a timely conversation about the Commonwealth’s housing affordability crisis and the policy tools available to confront the housing market challenges facing residents, employers, and developers across the state. On the heels of the Chamber’s release of its housing report: Supercharging Housing Production, and the Massachusetts Taxpayers Foundation’s recent analysis, Building Housing in Massachusetts & Momentum Zones, the discussion will reflect on how Massachusetts compares to competitor states on housing costs and production, while stakeholders consider a variety of policy options that can help the Commonwealth achieve its housing goals.

In partnership with the Massachusetts Taxpayers Foundation, this event will highlight key findings about the Commonwealth’s housing landscape, the existing housing production tools already available to developers and residents, and an evaluation of new policy options that could help boost critically needed housing development.

Emily Baer is the Director of Research at the Greater Boston Chamber of Commerce where she provides in-depth, original research and data analysis to support the Chamber’s public policy efforts, including emerging workforce, employment, and business trends and the Chamber’s leadership of the Business for Federal Research Funding Coalition.

Previously, she was an assistant professor of political science at the University of New Hampshire where she also served as Director of the Masters Program in Political Science, and taught classes and conducted research on American politics, including congressional politics and policy, women and politics, and multi-method and qualitative research methods.

Prior to her appointment at UNH, she served as an American Political Science Association (APSA) Congressional Fellow for Rep. Rosa DeLauro, the ranking member and former chair of the House Appropriations Committee, where she worked on her women’s economic agenda, as well as labor, health care, and regulatory issues.

She has published articles, book chapters, and op-eds and regularly spoken to news outlets on trends in American politics and policy, and has received numerous grants and fellowships to support her research, including from the American Political Science Association, the University of Virginia’s Miller Center of Public Affairs, American University’s Center for the Study of the Presidency & Congress, and the Dirksen Congressional Center. She received her P.h.D. in Political Science from the University of Minnesota, and her B.A. in History and Political Science from George Washington University. She has lived in 8 states plus D.C. but is now a proud North Shore resident.

Doug Howgate is President at the Massachusetts Taxpayers Foundation. Doug began as President in January of 2023, after two years as the Foundation’s Executive Vice President. This is Doug’s second stint at MTF, having served as Research Director between 2015 and 2018.

Prior to his time at the Foundation, Doug held a number of prominent policy positions in Massachusetts. He served as Senior Policy Advisor to Senate President Karen Spilka between 2018 and 2020, and Budget Director at the Senate Committee on Ways and Means between 2010 and 2014. He has also served as Deputy Chief of Staff at the Massachusetts Port Authority and as a Senior Researcher at the Massachusetts Budget & Policy Center.

Doug has a B.A. in Political Science from Holy Cross and holds a Master’s degree from Georgetown’s McCourt School of Public Policy.

James E. Rooney is President & CEO of the Greater Boston Chamber of Commerce, the region’s most influential business association.

With Rooney’s commitment and leadership, the Greater Boston Chamber is now the leading convener, voice, and advocate for the region. Strategizing with government leaders, private companies, and public institutions to strengthen the state’s competitiveness, Rooney advances the future of commerce with public policies and legislation that champions dynamic and resilient people, communities, and workplaces.

Before leading the Chamber, Rooney served as executive director of the Massachusetts Convention Center Authority (MCCA), overseeing the development and construction of the Boston Convention & Exhibition Center (BCEC) while leading the management teams of four MCCA-owned facilities. Prior, Rooney served two years as Chief of Staff to Boston Mayor Thomas M. Menino, chairing the Mayor’s cabinet to move forward all aspects of city governance.

Rooney started his public career at the Massachusetts Bay Transportation Authority (MBTA), starting as a track laborer and ending as Deputy General Manager. He served one year as the MBTA’s Acting General Manager during a gubernatorial transition. Using his transportation financing expertise, Rooney led one of the nation’s largest transportation projects, the $15 billion “Big Dig” Central Artery highway project, and he served as Chief Financial Officer at the Massachusetts Turnpike Authority.

Rooney serves in leadership positions on several boards of directors, including the Committee of 100 at the U.S. Chamber of Commerce, Chair of the Association of Chambers of Commerce Executives (ACCE), Co-Chair of the Madison Park Steering Committee, and Member of the Boston Private Industry Council (PIC). Rooney continues to be recognized for his professional and civic contributions, including being named to the list of 100 Most Influential Bostonians by Boston Magazine numerous times, receiving the City of Boston Lifetime Achievement Award for advocacy of the immigrant community, and he was honored with the PCMA Lifetime Achievement Award for his contributions to the global meetings industry.

Born and raised in South Boston, Rooney attended the prestigious Boston Latin School, where he served as President of his graduating class. He graduated from Harvard College with a bachelor’s degree in economics and attended the Boston University Graduate School of Management.
