Get to Know an MBE

Join us for the second Behind the Scenes of an MBE featuring City Sealcoating and Mei Mei Dumplings! This in person event will give buyers and diverse businesses a behind the scenes look at the challenges MBEs face and the advantages of working with them. Attendees will have the opportunity to have an open dialogue with CEO Keith Chaney and Chef Irene Li about how they grew their businesses into the successes that they are today.

Irene Shiang Li (she/hers) opened Mei Mei Street Kitchen in 2012 and Mei Mei Restaurant in Boston in 2013 with her big brother and sister, Andy and Mei. She has spent the years since driving the industry forward in ethical sourcing and fair and transparent employment practices. A Boston native and Cornell University graduate, Irene has worked on farms, taught in prisons, and watched perhaps hundreds of hours of YouTube videos on food and cooking. She is an Eater Young Gun, Zagat 30 Under 30, and Forbes 30 Under 30 winner, and six-time James Beard Foundation Rising Star Chef semi-finalist. She recently received the James Beard Foundation Leadership Award. Now, Irene and her team are evolving Mei Mei into a packaged dumpling company offering virtual and in-person dumpling making classes and farmers’ market retail items.

She serves on the boards of Project Bread, the Haley House, The Food Project and Lovin’ Spoonfuls. Irene recently served as the Program Manager for CommonWealth Kitchen’s Restaurant Resiliency Initiative, putting her experience to work in supporting BIPOC restaurant owners in the City of Boston.

In 2021, Irene was part of the inaugural cohort of the Visible Hands fellowship, a program supporting BIPOC and female tech entrepreneurs in the early stages of building their businesses. She is building Prepshift along with her business partners Dylan Gully and Carla Cornejo, to support restaurant owners and workers to improve training, culture, and retention, making restaurants work for everyone.

She is the co-author of Double Awesome Chinese Food from Roost Books and Perfectly Good Food from W.W. Norton.

Keith is a business leader who strives to drive business results through an innovative and collaborative approach.

Keith spent twenty years working for the State of Massachusetts in such roles as Senior Director of MassDOT/Registry of Motor Vehicle, Deputy Chief Secretary in the Governor’s Office, and as the Chief of Staff at the Essex County Sherriff’s Office.

After leaving public service Keith founded Hi-Rise Graphics, Inc. in 2016 with the focus of creating a graphic company to support companies build brand awareness by producing materials “anywhere your brand becomes tangible”. Hi-Rise Graphics, Inc. is the supplier of all graphics to MGM National Harbor and MGM Springfield. We supply custom signs, vehicle wraps, uniforms and marketing materials to a range of customers all around New England and beyond.

In 2017 Keith had the opportunity to purchase a company, City Sealcoating, Inc. City Sealcoating had been servicing the Merrimack Valley for 10 years, but Keith had a vision to expand the company to service all of New England. He used the knowledge and relationships he made working at the state to become a preferred vendor on the MA Asphalt Maintenance TRD02 Contract and now a substantial portion of the business is working with state agencies. Since purchasing the company in 2017 he grew sales 300%. City Sealcoating offers a full range of asphalt maintenance services including sealcoating, crack sealing, line striping, asphalt repairs and paving.

Keith lives in North Andover with his wife and two children. He is an active member of his community but also believes in volunteering his time all around the Merrimack Valley area. He is a member of the Lawrence Leads Program, which is part of the Lawrence Partnership, and is an active member of the Merrimack Valley Chamber of Commerce. He has had the opportunity to aid Lawrence residents through the gas explosion crisis. City Sealcoating Inc. hosts an intern annually from Lawrence Public High School. Keith has been an invited speaker at many events to share his inspiring story and believes in giving back to his community.
