Government Affairs Forum

Congressman Richard E. Neal (D-MA) represents the First Congressional District of Massachusetts in the United States House of Representatives where he advocates for the unique needs of our state and country. Amid the COVID-19 pandemic, Congressman Neal and the Ways and Means Committee led the way to bring relief to the American people, including passing the CARES Act and the American Rescue Plan Act.

Congressman Neal was first elected to the United States House of Representatives in 1988 and served his first two terms on the House Banking Committee before joining the Ways and Means Committee in 1993. In January 2019, Congressman Neal was elected by his colleagues to assume the esteemed position of Chairman, marking the first time since 1875 that a representative from Massachusetts had done so.

Richard E. Neal was born in Worcester, Massachusetts, and was raised and educated in the City of Springfield. He is a graduate of American International College, where he received his Bachelor’s Degree in Political Science, and his Master’s Degree in Public Administration from the Barney School of Business and Public Administration at the University of Hartford. Prior to his time in Congress, Neal was a high school teacher, member of the Springfield City Council, and Mayor of the City of Springfield from 1984 to 1988.

Congressman Neal was first elected to the United States House of Representatives in 1988 and served his first two terms on the House Banking Committee before joining the Ways and Means Committee in 1993. From his early days in Congress, Neal has been a staunch advocate for improving and expanding access to health care, creating a simpler and fairer tax code, and enhancing retirement savings for our nation’s seniors. In January 2019, Congressman Neal was elected by his colleagues to assume the esteemed position of Chairman, marking the first time since 1875 that a representative from Massachusetts had done so.

Amid the COVID-19 pandemic, Congressman Neal and the Ways and Means Committee worked tirelessly to bring relief to the American people. The first relief bill, the CARES Act, enacted several provisions Ways and Means Committee Democrats secured, including federal unemployment compensation, economic assistance payments, and telehealth flexibility. This bill singlehandedly saved the American economy.

In the American Rescue Plan Act, the Ways and Means Committee was responsible for nearly $1 trillion of the $1.9 trillion package. Under Chairman Neal’s leadership, the bill put more money directly into people’s pockets, helping them better afford childcare and health coverage. With the inclusion of the Butch Lewis Act, the American Rescue Plan also shored up the hard-earned retirement security for millions of Americans nationwide, saving the pensions of more than 1.1 million workers, retirees, and beneficiaries to the tune of more than $67 billion.

Before leading the Chamber, Rooney served as executive director of the Massachusetts Convention Center Authority (MCCA), overseeing the development and construction of the Boston Convention & Exhibition Center (BCEC) while leading the management teams of four MCCA-owned facilities. Prior, Rooney served two years as Chief of Staff to Boston Mayor Thomas M. Menino, chairing the Mayor’s cabinet to move forward all aspects of city governance. Rooney started his public career at the Massachusetts Bay Transportation Authority (MBTA), starting as a track laborer and ending as Deputy General Manager. He served one year as the MBTA’s Acting General Manager during a gubernatorial transition. Using his transportation financing expertise, Rooney led one of the nation’s largest transportation projects, the $15 billion “Big Dig” Central Artery highway project, and he served as Chief Financial Officer at the Massachusetts Turnpike Authority. Rooney serves in leadership positions on several boards of directors, including the Committee of 100 at the U.S. Chamber of Commerce, Chair of the Association of Chambers of Commerce Executives (ACCE), Co-Chair of the Madison Park Steering Committee, and Member of the Boston Private Industry Council (PIC). Rooney continues to be recognized for his professional and civic contributions, including being named to the list of 100 Most Influential Bostonians by Boston Magazine numerous times, receiving the City of Boston Lifetime Achievement Award for advocacy of the immigrant community, and he was honored with the PCMA Lifetime Achievement Award for his contributions to the global meetings industry. Born and raised in South Boston, Rooney attended the prestigious Boston Latin School, where he served as President of his graduating class. He graduated from Harvard College with a bachelor’s degree in economics and attended the Boston University Graduate School of Management.
