The Greater Boston Chamber of Commerce supports the Tax Relief for American Families and Workers Act of 2024 that passed the House of Representatives on January 31. Supported by the entire Massachusetts House of Representatives delegation, this bill contains commonsense provisions that will benefit Massachusetts families and small businesses. The Chamber applauds the House for this achievement, and I urge the Senate to pass this bill swiftly to demonstrate that Congress can make meaningful, bipartisan progress on public policy issues that impact everyday lives.
The Act bolsters the Child Tax Credit by incrementally increasing the refundable portion of the credit applied to tax years in 2023, 2024, and 2025. It ensures that the credit applies fairly to families with multiple children and delivers inflation relief beginning in 2024. These Child Tax Credit improvements mirror tax relief efforts here in Massachusetts supported by Governor Healey and the state Legislature, with strong support from the Chamber. In the fall of 2023, the Governor signed tax relief legislation that improved and increased the state’s child and dependent tax credit. The combination of the state’s efforts and federal tax policy improvements could result in significant tax relief for low- and middle-income families in the Commonwealth.
Additionally, the Act contains important tax policy improvements that will significantly benefit small and middle-sized businesses. Allowing businesses to immediately deduct the cost of U.S. based R&D investments will revitalize research and development – one of Massachusetts’s strengths and competitive advantages. Interest deductibility and full expensing for capital investments also help our employers make investments in jobs and capital here in the Commonwealth and gives businesses flexibility to navigate uncertain economic times and high interest rates. These are commonsense policies that particularly help start-ups in early phase research and growth cycles to innovate, create jobs, and expand. The Chamber encourages businesses to start, stay, and succeed in Massachusetts, and targeted tax policy contained in the Act makes a meaningful difference in the ability for workers and companies to locate and grow locally.
I urge you to support the Tax Relief for American Families and Workers Act of 2024 and encourage the Senate to pass this legislation promptly.
